One of the necessary items for foreign citizens for drivers license procedures was changed to a copy of their residence certificate, which used to be their alien registration certificate, due to abolishment of the Alien Registration Act.

A copy of residence certificate containing nationality (When a procedure is to apply for a certificate of driving history, nationality is not necessary.)

Changing the entries Alien Registration Certificate

Changing from foreign drivers license to domestic drivers license Alien Registration Certificate

It is only a transitional measure specified by the Immigration Control and Refugee Recognition Act to deem an alien registration certificate as a residence card. As for procedures for drivers license, an alien registration certificate is not substitutable.
